What is Senate Bill 721?
Following deadly incidents of catastrophic failure, the California Senate passed Bill 721 in June 2015. EXTERIOR ELEVATED ELEMENT includes the following types of structures, including their supports and railings: balconies, decks, porches, stairways, walkways, and entry structures that extend beyond exterior walls of the building and which have a walking surface that is elevated more than six feet above ground level, are designed for human occupancy or use, and rely in whole or in substantial part on wood or wood-based products for structural support stability of the exterior elevated element.
Per SB 721 Inspections can not be done by the entity performing the repairs.
Do I Need an Inspection?
Does your building have three or more dwelling units?
- Does the elevated element wood or wood-based structural support or stability?
- Do you have exterior balconies, decks, porches, stairways, walkways, or other exterior elements with walking surfaces?
- Are the walking surfaces more than six feet above ground level?
If you answered YES to any of these questions, your building falls within the requirements of SB 721, you do have elevated elements requiring inspection.
What Do I Need to Do?
Your first inspection must be completed by January 1, 2025.
- Follow up inspections must take place within the next six years.
- Inspections must be performed by a qualified professional.
What If My Structure Does Not Pass Inspection?
- Inspections will identify immediate dangers, and suggest plans to mitigate these risks immediately. A schedule will be established to complete repair work within an established deadline.
- For elements requiring non-emergency repairs, plans must be submitted within 120 days; you will have an additional 120 days to make the permitted repairs.
As part of our Inspection package, we will draft and provide engineering for the necessary repair plans.

Prior to selecting a contractor, I did extensive research by contacting quite a few contractors to see who would be willing to come to our home for a “free” quote on the repairs. More specifically, our home is a two story with a Turrent (Tower) on the roof. The exterior fascia on the tower was beginning to show dry rot that was visible to the eye. TIMCO was one of the contractors I contacted. My initial conversations were with Shelby, she was pleasant and helpful in scheduling an appointment within days. Upon arrival, I had the opportunity to meet Shelby and the owner (TIM). My first impression was that they both were friendly. I was impressed with the confidence Tim portrayed while talking about the different types of material they would need to complete the repairs to perfection.Needless to say, we offered the job to TIMCO and they accepted. Shelby scheduled an appointment for the repairs within a week. The contractors (Angel Jose and Jesus) arrived on time and ready to work. They were also friendly and professional. They did an excellent job in removing, installing and hauling away the debris from the old tower. They even painted the “new” tower to match the trim on our home. It looks very good!
